Project Summary

The Winnipeg Metropolitan Region is developing a Regional Plan for Manitoba's Capital Region as required under The Planning Act. The project builds on nearly 30 years of regional collaboration, and a renewed planning process focused on identifying shared priorities and addressing opportunities and challenges that extend beyond municipal boundaries.

The Regional Plan is being informed by research and analysis, policy review, and engagement. Together, this work will support the development of a long-term framework that reflects regional priorities and supports collaboration across Manitoba's Capital Region.

Project Status

The Regional Plan is currently in development. Following a process reset in early 2025, the Winnipeg Metropolitan Region Board established guiding principles and an overall approach for a renewed Regional Plan.

Research and analysis, policy review, engagement, and coordination with municipal and provincial partners have informed the development of the plan. The Winnipeg Metropolitan Region continues to prepare a Regional Plan for consideration by the Board.

Regional Context & Considerations

The Regional Plan is being developed within a broader context of growth, infrastructure needs, economic opportunity, and environmental change across Manitoba's Capital Region. Through Board discussions, research, policy review, and engagement, several recurring themes have emerged that help inform the development of the plan.

These include:

• Planning for continued population and employment growth.

• Supporting housing choices that meet the needs of residents at different life stages and income levels.

• Coordinating infrastructure and servicing investments to support future growth.

• Supporting economic development and investment opportunities across the region.

• Addressing transportation and mobility needs, including regional connections and trade corridors.

• Protecting agricultural and resource land while accommodating growth.

• Stewarding water resources and drainage systems across municipal boundaries.

• Considering environmental risks and changing conditions that may affect infrastructure, communities, and services.

• Incorporating Indigenous perspectives and advancing reconciliation through the planning process.

Plan Development & Timeline

The Regional Plan is being developed through a combination of research and analysis, policy review, and engagement. These activities have helped identify regional priorities, understand legislative requirements, and inform the development of the Regional Plan.

This work has included:

• Research, data analysis, and review of relevant studies and reports.

• Consideration of provincial legislation, policies, and planning requirements.

• Engagement and collaboration to ensure a range of perspectives are considered throughout the planning process.

• Development and refinement of plan themes, principles, and policy directions.
