The Winnipeg Metropolitan Region is governed by a Board of Directors who provide oversight, strategic direction, and regional leadership on matters that benefit from collaboration across Manitoba's Capital Region.
The Board operates within a framework that defines the organization's mandate, governance structure, decision-making processes, and responsibilities.
The Capital Planning Region is established under provincial legislation and operates as the Winnipeg Metropolitan Region. The organization's responsibilities, governance structure, and mandate are defined by the Province of Manitoba.

Legislative Framework
The WMR Board of Directors is composed of one representative from each member municipality and two members-at-large appointed by the Province of Manitoba. Municipal representatives are appointed by their respective councils and are typically the Mayor or Reeve of the municipality. Members-at-large are appointed for a three-year term.
The Board elects a Chair and Vice-Chair from among its members for two-year terms. Elections are conducted in accordance with the WMR's Organization and Procedures By-law.
The Board's composition, procedures, and decision-making processes are governed by the WMR's Organization and Procedures By-law.
The Board may establish committees to support its work. Currently, the Executive Committee is the only standing committee established by the Board.
Governance Structure
The Board of Directors makes decisions through a voting structure established by provincial regulation. Most matters before the Board are decided by a simple majority vote.
Approval of the annual budget and regional plan requires additional voting thresholds established in regulation. For these matters, approval requires:

Support from directors representing more than 66% of the regional population; and

Support from at least two-thirds of the directors present.
Both conditions must be satisfied for the annual budget or regional plan to be approved.
